Actually it was an email conversation related to Bug #162794, and the script is fix-urls.sh found in the feisty/ubuntu directory. It appears the script wasn't run for Gutsy. For example the Users Administration Tool manual link on https://help.ubuntu.com/7.10/keeping-safe/C/users.html points to

Thanks for the patch. Couple of comments: 1. Can you explain the reason for removing the other options as well as the one which is the subject of this bug report? 2. Please don't use xreflabels, they break translations and should be avoided. If you see any others, please remove them. Thanks!
