I have confirmed this by switching off spin down with:
sudo hdparm -S0 /dev/sda

This is a bit more serious than it at first seems as it makes videos
(including flash videos) unwatchable as they keep stuttering as the
hard drive spins down/up.

This started happening to me since I upgraded to Lucid, however, so far
I have not linked it to any power setting, ie, AC/Battery.

Correction, it does not do it when I have the laptop on AC (my adapter
wasn't plugged in just now).

Bugs,
this actually *started* happening to me in Karmic
i'm not sure about AC power, but the timeout for hard drive spindown
should definitely be increased to something sensible (a minute, at
least)
attached is hdparm output. interesting part seems to be this:

Steve,
I did not have laptop-mode enabled, however this has recently stopped
occurring for me since I upgraded to Karmic. Is anybody else still
experiencing this issue?

Luke, do you also have laptop-mode enabled as Martin does?
Can you post the output of 'sudo hdparm -I /dev/sda'?
Reassigning to pm-utils, since acpi-support is no longer involved in
setting hdparm apm values.

I'm having same behaviour as Martin on karmic with my thinkpad sl300.
Very annoying, especially when watching movies. The disk will spin down
and some seconds of video data will be trashed. g-p-m seems to be set
correctly.

[Dell M1330] Hard drive spins down often, even on AC power
I have a similar problem with my m1330, however it only seems to happen
after resuming from suspend. Additionally, it seems to turn off my free-
fall sensor. I'm not sure if it matters if I have the AC cord connected
or not. I filed a separate bug (Bug #413730)

[Dell M1330] Hard drive spins
I see this too, but only when I plug in power when the laptop is running. If I
boot up with AC connected, the disk does not spin down. Probably the system
just misses the transition from battery to AC here.
I assume it has something to do with laptop-mode missing the event. After I
plug in
