I'm sorry to say that drag and drop from the Dash to another window is
currently NOT supported. It only works for files in Nautilus, as far as I
know. Dragging a file from the Dash to a browser to, for example, upload
photos to Google+ does not work.

It is amazing how this hasn't been fixed yet. Right now, I can't even drag a
photo from nautilus to a LibreOffice document. What I have to do to get the
same result:
- Resize both Nautilus AND LO windows so they are both visible side to side
- Drag and drop the photo from Nautilus to LO
