Ubuntu 12.04 has BOINC 7, but the boinc-app packages have not been rebuilt
against it.
This is bug 941483.
You could use the pkg-boinc PPA, where I have just uploaded backports for this.
This will also be worked on to get it fixed in Ubuntu directly though, but will

No, Seti@home is not working either now.
I checked both executables with ldd, they both require libboinc.so.6 and
libboinc_api.so.6 which are not present on my system nor in any precise (but in
oneiric boinc-dev) package (if I used the package search correctly...).

Also, many improvements to the ARM support have been made in the
upcoming Ubuntu 12.04 Precise Pangolin. If you are able to test
Ubuntu 12.04 alpha 2 and report the results here, along with the output
of uname -srm that would be appreciated.
