Sticky notes applet used to respond to right click menu, so one could
easily hide the notes, show how many there are as well as manipulate the
panel. After upgrading to Hardy this menu does not appear anymore, so
one cannot even rearrange

It is as you thought. The statement about not being a LTS is only valid
for Kubuntu because of the major version change in KDE.
