My powertop test were all at battery fully charged, in the same
conditions (display backlight, wifi turned on, ecc.), with a record time
of a few minutes (about 3-4). I hope these were enough accurate tests.

Well, dnsmasq is supposed to try the servers in parallel and use the
fastest response; not really rotate using one or the other.
It would be useful if you could provide a packet trace of what is
happening when you open firefox and notice this behavior, I would like
to see if dnsmasq really is
It looks like this was due to a faulty Bluetooth headset. I originally
ruled it out, because the headset worked with other devices, but later
the problem began happening elsewhere. I've tested Bluetooth with
another headset, and it works fine on 11.10, so you can close this.
