This severely limits the usability of the tool! I've resorted to
opening an about:blank in Firefox to position behind Tweak Tool any time
I need to use it.

WindowMaker had the ability to scroll desktops with the mouse wheel 15
years ago. Xubuntu has it now.
It is completely unclear to me what is preventing this being fixed in
