We have inconsistant settings for CONFIG_NO_HZ_* and as part of that we
have moved to a consistent CONFIG_NO_HZ_IDLE (bug #1413968). We wish to
evaluate the overhead of CONFIG_NO_HZ_FULL as part of determining if we
should move to this being on across the board.

I think this bug is only partially fixed. An incoming call is not
silenced by tapping the power button, however the screen goes dark first
and users don't know if the call continues ringing. Switching the
screen off gives the impression that the call was declined.
