On 4 machines running 16.10 this can be reproduced (no logout/login helps).
3 are Macs, 1 HP.
Different drives (USB-Sticks, HDs, SSDs) used to test.

/etc/pulse/default.pa. With it enabled (the default), I often lose the
beginning of audio being played because of the time it or my receiver
takes to start up. I also sometimes gets cracks/pops.
Commenting out the
Systemd devels suggest that the bug is due to downstream (ubuntu), since
they do not ship the quota.service unit (whose removal makes the system
boot again) at all.

Okay, I enabled the "Processor microcode firmware for AMD CPUs from
amd64-microcode (proprietary)" and performance has improved somewhat,
for both the Dashboard and streaming video playback (both embedded video
and fullscreen video).
Dashboard still showing some garbage output, when I put in
@hexcube, Actually Software Center has been removed from zesty but
software-center bugs still need to be fixed for yakkety and xenial
before or at the same time as trusty.

I think you misunderstood this. Felipe said that "quota.service is not
shipped by systemd" -- this means *not* that we forget to ship that unit
downstream, but that it's not related to the systemd project at all.
In this case, quota.service is shipped by the "quota" package in
