The above command causes an indefinite terminal hang. And I have to
manually kill processes to get apt working again.

Please install 'evtest':
sudo apt install evtest
and then test your mouse before and after suspending by running:
sudo evtest
Does evtest still show events after suspend when the cursor is frozen?
Also, do you mean touchpad rather than an external mouse?

Oh I see, this is one of the few where I uploaded (just) in time to
Artful, but I think it was lost in the opening of Bionic as it was not
yet from A-unaccepted to A-proposed.
Currently there is [1] in the Artful queue.
