The proposed fix resolves this issue for me as well.
This now affects xenial with the standard HWE stack enabled (not just
hwe-edge) as linux-generic-hwe-16.04 currently selects kernel

Someone mentioned on other forums that maybe Hans de Goede's patch (
https://patchwork.kernel.org/patch/10046575/ ) could fix that problem,
but unfortunately it does not, i compiled a kernel which contains his fix but
it does not solve the problem.

I am seeing this on 16.04 on a fresh install.
I suspect that there's an interaction with the graphics drivers which is why
the meagre attempts above to reproduce the problem have failed.
You need to be running on a susceptible computer, in my case it's an Acer
Aspire 5332.
It would probably help

I also have a Geforce 9800 GT and am equally frustrated by the apparent
gpu driver vs latest linux kernel conflict. This may fall on nvidia to
update their drivers to include a 4.13 patch. Last update for 304.104
was September 2017.

I was wrong regarding iii) "when corosync is stopped, do not stop
pacemaker": Pacemaker can use other applications[1] (e.g. heartbeat)
instead of corosync, so this is a property we want to keep.

resets to default when it finds BCR register is changed. This is
different issue than the CMP=1 issue most of the users have reported.
