Exactly that was my thought when triaging it initially
Furthermore I assume people working la57 (https://lwn.net/Articles/730925/) and
such ran tests on much bigger sizes.

Do you mean it's not possible for ubiquity to identify by itself the
first disk in boot order without touching manually advanced partitioning
tool or there are some other purposes to choose /dev/sda for grub by
default?

Thank you for replying and for analysis.
1. On clean installation on physical hardware the behavior of Power Button is
as follows:
* on console ttys system shutdowns
* on the GDM system goes to sleep (suspends)
* in GNOME session it asks what to do if run `gsettings set

Steps to reproduce:
1. Install Ubuntu 18.04 on real hardware (since there is a some bug 1769372
VirtualBox)
2. Login to session
3. Open GNOME Control Center, Power (or simply `gnome-control-center power`)
4. Try to set "When the Power Button is pressed" to Ask or Interactive
I just tested the thing in #123 and I can only conclude: i am writing
this note in 18.04 with nvidia-396 drivers on a Lenovo Y720. So I can
only agree to what Thijs says. This sounds like a timing problem.
