My questions in comment #1 where no answered directly yet, but this
still is using only kernel patches so far, I think it is time to add at
least a kernel task.
Furthermore it isn't upstream yet and the target being 5.2 is a bit out
still, so I'd think you should target 19.10

I think the bug is much weirder than it looked originally. It seems to
be related to how the applications start.
I face the same problem both with vlc and keepassxc snaps. All other
snaps on my system work without any problem.
Here is what does not work:
1. Boot the system
2. Login
3. Start VLC
I should have also mentioned that once the program opens via the
associated file, I can also open the program via terminal or desktop
shortcut normally. As long as the program is started for the first time
after boot via the associated file, it will work normally afterwards and
can be started

Hmm, gnome-shell-dbgsym (3.28.3+git20190124-0ubuntu18.04.1) installs
just fine if you install it afterwards.
AFAIK most packages avoid this problem by automatically uninstalling
debug symbol packages before updating the binary packages (which is
annoying in itself). It appears that didn't happen
So I switched to Linux Kernel 5 since RC-5 and I was switching to the
latest version ever since a new one is released. It seems that the 5
branch has fixed the issue for good. I am on 5.0.1 and have no issue
with output. *fingers crossed*
However I do have an issue with the input. Cannot
Also, it appears the problem is arising from your existing debug package
being a higher version than the binary package not yet installed. I
don't know how to reproduce this situation without intentionally
breaking the system...
Please try this as a fix:
sudo apt update
sudo apt install -f
