To reiterate and clarify: net-tools and ifupdown both exhibit the bug
in bionic, whereas neither exhibits the bug in xenial. The bug is
observed in the following package versions:

These systems are using dnsmasq not systemd-resolver. This was done for
historical reasons; I'm not sure of the specific bug which caused that
choice.
