I've found an issue here.
Is is related to qstardict package.
Qstardict when launched globally consume CTRL+T hotkeys even if such behavior
is not enabled.
If you have "CTRL+T" text in pop-up window configuration dialog it will always

I have a feeling based on experience with multiple machines running
gnome-shell that this issue was specific to kernel 5.3 and has gone away
in 5.4 and later.

In 5.3 kernel, the pattern in /proc/self/maps will be like:
ff60-ff601000 --xp 00:00 0
[vsyscall]
So it does not match the test case expectation:
ff60-ff601000[[:space:]]r-xp
To be more precise, the r-xp became --xp

I just tested this in a 20.04 install, and the daily live image.
CTRL+T opens a new tab in Firefox and Dolphin (in X session) just fine.
Sounds like you have something additional interfering with the key
assignment.
