I was on the fence too (bug vs feature request) to introduce the script
in LTSes but since the service and all are already introduced and
implemented and the script was forgotten, it leave a message to the
community that something is wrong or missing
The config file /usr/lib/sysctl.d/50-default.conf should come from
systemd source package, and you can refer this upstream

Until now, groovy also has the same problem but it's not really a big
issue
Marking this as verification done. This was a regression in focal(devel)
regarding path lookup that was reverted prior to release, we have
validated that this works in groovy, and the binary is the same across
all releases, so this does not need per-series re-verification.
