Thank you Mr. Harrington, it's completely resolved the problem for me.
xset dpms force off and setting suspend in kubuntu (System
Settings-display-Power Control) works as expected.

I'm having the same problem with a Radeon HD 2400 XT in an Acer Extensa
5450 running kubuntu. xset dpms results in a blank screen with the
backlight on while vbetool works. Nothing suspicious in the logs that I
see. DPMS enabled, etc.

I'm afflicted by the same bug. I've reverted to the maverick package for the
time being. You can download it here:
http://packages.ubuntu.com/maverick/system-config-printer-kde
Then tell apt to pin it to prevent updating. To do this, create a file in
/etc/apt/preferences.d/ called (say)
Just confirming this bug on an Acer Extensa 5420 and a Compaq V6000.
Reverting to maverick STA driver restored normal function. Tried
various other solutions first on the Extensa (fwcutter, various
reinstalls) with no success. Thanks Mr. Gonzales!

I thought I had the same problem on my Extensa 5420, which is a similar system,
because it happened at about the same time. However, I did have some
functionality after resuming and it was pretty clear I had a video problem.
The symptoms were identical on both the fglrx and radeon drivers,
