Copying files out of the Pidgin tarball is not cleaner. It requires that
on every upgrade, someone copy a tree of files. Additionally, as you can
see, internal stuff uses internal.h, which doesn't belong in libpurple-
dev.

I spoke with Ted Gould today and he said this was because Pidgin doesn't
follow the Freedesktop.org Icon Naming Spec:

cut user real names at the first comma because comma is the GECOS
separator. With no additional data, it's merely an annoyance. But, if I
