I was able to get this to work using the workaround "fsck.mode=skip"
with the 22.04 desktop DVD.

Well, as I feared, smartctl did not make it into Hardy presumably
because the other request wanted all of smartd daemon, not just the
ability to query your disks for their current health status.

I don't mind marking it as duplicate although it does seem like a
smaller step/easier to just make smartctl available to query drive
status.
