I downloaded the dsc file from packages.ubuntu.com and built it using dpkg-buildpackage -uc -us -rfakeroot. The resulting package still has this bug. Maybe this is related? I noticed that the transmission package is missing files in /usr/share/icons. Build log for icon in hicolor_apps_16x1
