I had very similar problem.
I installed gnome-user-share 3.14.2-2ubuntu2(for "16.04 Xenial Xerus" package 
.deb from https://launchpad.net/ubuntu/+source/gnome-user-share ) to my 
Ubuntu(15.10 Wily werewolf) machine, then Bluetooth file receiving success.
This workaround not smart, may other effects.

This file is sampling was after add acpi=noirq to /etc/default/grub 
GRUB_CMDLINE_LINUX= line and update-grub and reboot and,
$ sudo sh -c sync  echo 1  /sys/power/pm_trace  pm-suspend
and resume and,
$ dmesg  dmesg-acpinoirq.txt

   Status: Incomplete = Confirmed

I'm sorry. I don't clearly remember that in prior Trusty release.
In EeePC 1215B, because in many cases that can’t resume after suspend, I had to 
not use the suspend-resume.
If Wifi off then suspend-resume is usable in stable and this problem was 
discovered.
If necessary, free space is in the HDD to new Ubuntu installation.

I was sampling debugging information on 3.18.0-031800rc3-generic .
cat /proc/acpi/wakeup is no diffrence of GRUB_CMDLINE_LINUX=acpi=noirq and 
GRUB_CMDLINE_LINUX= .

I was tested in the upstream kernel 3.18.0-031800rc3.

Result is the same phenomenon as when of linux-image-3.13.0-39-generic.

I have Asus EeePC 1215B(E-450 CPU) and have same problem.
Suspend and resume works fine but next boot(or reboot) failed. After few 
minutes Reboot and Select proper Boot device message was displayed.
For my computer normally start, unplug AC cord and wait few minite and plug AC 
cord.

Tried many, but this problem is solved by adding acpi=noirq to kernel 
parameter.
My /etc/default/grub kernel parameter line.

GRUB_CMDLINE_LINUX_DEFAULT=quiet splash
GRUB_CMDLINE_LINUX=acpi=noirq

My environment.
Ubuntu 14.04.1 LTS
uname -r: 3.13.0-39-generic

I have this problem on Asus EeePC 1215B Ubuntu 14.04.1 LTS.

How to reproduce problem.
1. Start Ubuntu
2. Suspend and resume.
3. Reboot computer.
Result is normally BIOS check screen first, next display black screen and left 
top blinking cursor, few minute wait display message Reboot and Select proper 
Boot device. grub menu screen is not displayed.

For nomally start Ubuntu,
1. Unplug AC cord.
2. Wait few seconds.
3. Plug AC cord.
4. Push power button.

acpi=noirq adding to GRUB_CMDLINE_LINUX= line in file
/etc/default/grub for now the problem has been resolved.
