it seems that Karmic has this same behavior -- can you explain how it is
intended behavior of CUPS that, on a default install, controlled by
printout mode does not work? It should not exist if it is a
meaningless option.
My system (9.10 to a HP Deskjet 810C) shows the following behavior:
The file ~/.cups/lpoptions is created/modified if you save the printing
options in KDE applications or in XPP, or if you set options with the
lpoptions command. A file /etc/cups/lpoptions is created/modified if
root does these actions.

The strange thing is that your Firefox seems to send the job with the
option
PrintoutMode=Draft.Gray
This leads to a grayscaled printout and even to a lower output quality
than Normal.
Which version of Ubuntu (Gutsy, Hardy, ...) and Firefox are you using?

Ok;
this problem occurs with firefox and gimp for printing.
For openoffice or Eye of GNOME it prints in the correct mode.
Don't know what other programs I could test with.

Can you also set your CUPS into debug mode (in system-config-printer
choose Server Settings on the left, then check the check box for the
debug mode, then click Apply), then print with Printout Mode set to
