Ok I can reproduce
One sees just quickly the bootloader flying by:
BdsDxe: loading Boot0001 "UEFI QEMU HARDDISK QM5 " from

Hmm,
we had a similar issue but that would not affect things back until Bionic as
you reported it.
That was in bug 1866870 and fixed by a change in seabios. Also you reported
Focal as affected wherer I fixed this particular one for sure.
In general the error messages we have so far are not usual
