In my case, I resolved it that way:
NetworkManager blocked poweroff.

ok i'm back, I did a clean install and i was able to reboot for a while,
then i installed the 250Mb of updatesand it stopped. I'm back at square

I looked at the suspected modem issues, modem-manager in particular and
eventually killed the process off entirely and renamed the binary to

Uninstall your modem and see if the problem goes away. Linux is not a modem
or fax friendly OS unless it is an ancient external modem/fax connected via
serial port.

killed off. Were you able to use your 3G modem from the live CD/USB stick to
surf the Web and read email? If not, then I would suspect the problem lies in
either the drivers or your configuration for 3G.

I can switch it on and off with the button but i cant see any difference
in lsmod with it on and with it off. I just dont know which module it

The problem still occurs, but there is workaround that works for me:
#shutdown
sudo initctl start rc RUNLEVEL=0
#reboot
sudo initctl start rc RUNLEVEL=6
It is not clear to me, that upstart rc task is stopped after the system
was run. All processes started by rc are run so rc should alsrc task

I have been holding down shift during start up and then booting into safe
mode.
From there login and do your password
After that type startx
unfortunatly it is not a perminant fix, I have continued to have problems
but at least I don't have to leave it on.

I can confirm the issue with Nautilus trashing files when trying to
shutdown/reboot but I can click Shutdown anyway and it shuts down
fine. Not sure if these two things (Nautilus trashing message and
shutdown problems) are really related.

I can confirm the bug are fixed, need only cut off the power, start with
the new kernel and after shutdown normaly and work. Like Peter W Bowey

As #16 says I receive a prompt to run fsck reporting that there was an

That's what I figured, but I thought I'd check after seeing other people

(4) .debs that I need, dpkg -i to install them, and
I have one more issue because of this. Immediately after rebooting via
sysreq my system wont boot saying fsck failed and cannot start recovery
shell. And I have to reboot again, then it will check filesystem coz of
unclean shutdown and then it boots normally.

For me the problem is similar but more severe. System will not boot back
up, no matter how and how much I reboot, leaving me with a flashing
cursor. I must use older kernel to get a working system.

Same problem here and it forces a hard shutdown because I cannot type
into the CTRL-ALT-F1 console (I see the console with terminating
message, but I cannot type into it.

I also have a shutdown/restart issue plus not being able to boot past
the winbind service and a FAIL on networking
here is the error I get for shutdown:

I can not get any of my 4 up to date installs of 9.10 64bit to shut down
right.
Not only that but they will not boot up either. Will boot somewhat to
recovery mode but not except password for terminal.
Installed another A4, no updates. Can boot it and boot to recovery menu
on others from
thinkpad t61p / nvidia 185 / 64 bits
even after sysrq-I (kill-all-tasks), the killall5 process from
rc6.d/sendsigs stay alive in the tasks list. Stack trace varies, here is
a sample one;

Same here, Karmic stops shuting down at asking all remaing tasks to
terminate. Latest updates from Today with the 31-7 Kernel.
