I just tested this on 20.04 with the 6.4.0-0ubuntu3 deb as well as the
6.4.0.3 snap.
For each package type, I created one of each of the 8 3D images

boot so that the /run/initramfs directory is populated.

It doesn't fails for any other release than Eoan (nothing reported in F/B/X)
