Just installed UbuntuDDE, and done all updates.
Happens around "various" windows, generally when they are unselected.
Selecting gets rid of the band.
And, yes, seems to be fixed by disabling Window Effects.
Is a PITA

I've spoken with Matthias, the current schedule is to wait for the
upcoming 10.2 release, push that to groovy, and generate 9 & 8 snapshots
around the same time, and push them out as SRUs. The expected timeline
is August/September.
This fix will be included in that SRU.
