For the record, we have been running a bzr branch @455 on serverstack (a
Keystone v3 cloud) for months now. So the code in simplestreams works,

With the juju 2.1b3 and rabbitmq you can see that leadership is bouncing
around between the three units.

--preferred-address" instead of just "unit-get private-address".

Sorry for taking so long to get back to you.
We see this in the OpenStack charming team with openstack-dashboard
(horizon) and keystone (when run on apache2 >= liberty). We have had to
implement hacky work-arounds because apache2 is not waiting until it
releases the port(s) before exit
