Same - 20.04 - both monitors are on the same graphics card. I suspect one doesn't wake as quickly as the other and the window manager rearranges before the laggard comes up. Unless this can be resolved in all cases (which I tend to doubt) there needs to be a way to override the behavior. Please! -
