So there's a definite preference for 13.10 -
13.10 makes an excellent test harness for folks evaluating Ubuntu as an
alternative to XP; the availability of 14.04 in April means that fresh
LTS installs can take place upon the effective expiration of XP

I believe that Ubuntu 13.10 should be upgraded to LTS status.
Rationale:
- Mir missed 13.10, and may not be sufficiently mature to put into
14.04LTS, although would be acceptable in a non-LTS release.
- Windows XP ceases to get support after April 2014. Anyone
which path is better.
LTS releases are not simply a matter of backporting packages for years
later, they must be aggressively planned ahead of time.
