Apparently we didn't catch this bug during Xubuntu Bugs Overwatch
undertaking duplicate catching on this issue. Marking duplicate of the
overall bug that shows the issue was fixed a while ago.

Based upon what is described, this doesn't sound like something that
erupted in xubuntu-meta in general. This sounds like it arose instead
in top. I'm going to go ahead and reassign this to procps, which
contains top, so that it can be picked up from that angle for
consideration.
