I do not understand how the American news media is 
lying over and over again. 
 
Yesterday, Reuters correspondent interviewed locals in 
Sammara Iraq, who said that the Americans came and massacre civilians in 
the streets. This was 'expected' by the frustrated American military, 
since the Iraqi freedom fighters (whom the Americans conveniently call 
'terrorists'), killed seven Spanish spies and two Japanese spies the day 
before. 
 
Later, CNN came with a new fabricated story about 
killing 54 Fidayeen Iraqi soldiers. CNN exaggeration continue unabated 
in describing the 'black uniforms' of the Iraqis, in order to create the 
impression that the Americans killed a real fighters and not just 
massacred civilians in the middle of the streets as Reuters reported. 
The American commander (self proclaimed hero), continued his fables by 
describing how an American tank blew up a building with all the 54 black 
dressed 'terrorists' inside. REAL AMERICAN HERO! This totally 
contradicted CNN previous report that a whole caravan was attacked from 
different directions, AND NOT from just one building! 
 
Al Jazeera exposed the Pentagon lies as a simple 
military bloodbath of civilians ('Mai Lay' all over again):

This al Jazeera report agrees with the initial Reuters

I just heard a few minutes ago an interview with the 
Iraqi manager of the Hospital in Sammara and he said that he is aware of 
ONLY EIGHT civilians killed. this support the INITIAL report by Reuters, 
that the Americans entered the town and massacre its citizens in the 
streets. 
 
The present Holocaust that the Americans are 
inflicting on the Iraqi people will fail, just as our Holocaust of the 
Palestinian people is failing...BIG TIME! 
 
CNN has upgraded the propaganda to a new level, when 
the American commander at this 'news' conference, stood in front of a 
movie stage, with a 'tank' behind him on the screen. The whole 'news 
conference' was staged as a spectacular Hollywood production, to create 
the impression that he is 'Patten'. 
 
CNN manipulations is an insult to our common sense. In 
the latest 'news' version that CNN wants us to believe, the Iraqi 
'terrorists' knew that the Americans were carrying cash. OH YES? the 
Iraqi peasants has now infiltrated the American top command and knew all 
American movements? GIVE ME A BREAK ! 
American 'news' media is so corrupt, it is beyond 
repair, IT IS NOW A DANGER TO AMERICA (not 'bin Laden'). 
 
When NO 54 bodies of black dressed Iraqis Fidayeen 
were found, the American commander commented that maybe someone took 
them! OH YES? 
 
EXCUSE ME ! how did the American commander knew that 
there were 54 bodies, if no one has seen them? 
Do the Americans expect us to believe that the 
'terrorists' who seem to be smart, will exposed themselves to the 
Americans in Black uniforms? American military propaganda is VERY 
childish compared with the Nazi propaganda. 
 
As I am typing this email to you, I can hear on the 
radio that the American commander started to withdraw his story. The 
situation is so reniculus, we can never trust what the American military 
are saying in Iraq anymore. Americas credibility worldwide is at its 
lowest level in history. I just received an email from a business 
partner in China. He said that the Chinese are watching, and since the 
Americans are totally out of control with their web of lies, WW3 
possibility is now discussed very often in china. He said most Chinese 
believe that the USA and Israel are behind 911. 
 
Mr. Rense, please encourage your readers to listen 
VERY CAREFULLY to the initial reports of any event they hear on the 
'news', IT IS ALL FABRICATED to the max. This 'production' by CNN have 
elevated 'journalism' to the level of Ben Hur. It is now practically 
impossible for the average person to find out the truth. We in Israel 
already lost our freedom to Sharon and the NWO, if you Americans want to 
preserve whatever left you have of your freedom, CNN should be

Many mass media critics have decried the age of mass mediated imagery as the age of stardom, of celebrity as the new idol worship. Clearly, Benjamin's analysis of the Work of Art in the Age of Mechanical Reproduction
resonates with the emphasis on star "aura." However, the situation, I believe has moved beyond a simple worship of celebrity - as neil Gabler points out in Life: The Movie it is all about entertainment, of which celebrity is only one part of the total marketing formula. I have termed this the rise of marketing culture where the only important things left
are to: 1) attract attention, 2) brand identification, and 3) hold attention. I work with my students to point out how this leads to "public relations thinking" as opposed to "critical democratic thinking." Everything is subjected to cluster analysis and niche marketing - ideas, values, experiences, cemented with images and sound are dissociated and recombined to encourage subject identification and increas brand recognition. There is a cognitive price to be paid in all of this. In other words, ideas are only celebrated for how they can accomplish these three
basic business points. It is all simply about making money. All other
ideas will remain marginalzied and or assimilated. I am reminded of
Adorno's warning that there will come a time when the bourgeoise will
rejoice in the pleasure of their own self-destruction, a product of their
absolute alienation from human values, and latent sado-masochistic
tendancies. From this point of view one can see the extremes of
contemporary religious movements as a viseral understanding of this
phenomena, a backward reaction to the forces of contemporary capitalism
even while they practice the same techniques as corporate marketeers. I
still hold out hope that art, the art world can provide some relief from
this crap, even if only a marginal relief.

Lakoff's moral politics, the connection of cognitive styles of rhetoric to
self, is one area which needs much further development on the Left. This
could go a long way in at least providing an understanding of the change
in cognitive processes brought out by contemporary mediated marketing
imagery. When you have a society such as ours (the US) experiencing
increasing income and wealth polarization, with alienated jobs, cutbacks
in health care, and job outsourcing - the collapse of critical democratic
reason into mere entertainment spells a possible period of violent
unrest as people play out their three learned forms of marketing culture.
Baudrillard's thesis of a society moving from a society of the spectacle
to one of simulation is not exactly correct. We moved way beyond simulation
in the 1980s. Both spectacle and simulation presumed a "real" world which
could be refused, accepted, struggled over, etc. The tendancies, and
noticed I said tendancy, not fate, however, are to abolish the very
capacity to reason critically which would make such understandings
obvious. The movement is no longer to one of simulation. It is now to
annihiliation - the elimination of thought and feeling - the pleasure of
such a culture comes in its ability to produce numbness - the promise of
immortality. Perhaps this depressing analysis sounds a bit overwrought.
If so please give me a reason why I should think otherwise.

April 18, 2001: RAKAI — An angry mob last set ablaze a saloon car that 
was abandoned by fleeing armed robbers. The car belonged to a 
businessman, Sulaiman Ssebanobe, from whom the robbers had grabbed it. The 
incident took place at Kalimira trading centre.

April 20, 2001: KAMPALA - Gunmen attacked MP Mwesigwa Rukutana and 
robbed him of Shs 3m in cash, court documents and a pistol.

April 20, 2001: KAMPALA - Two Congolese businessmen were robbed of 
$52,000 (Shs 90m) on Entebbe Road. The Goma-based businessmen were 
travelling from Entebbe Airport and were intercepted at Kibuye roundabout by 
the thugs in a Toyota Corona car.

April 22, 2001: KAMPALA – A 51-year-old taxi driver Tonny Kyambadde was 
shot in the abdomen and later died on his way to Nsambya Hospital. He 
was intercepted by a group of armed thugs at Seven- Eleven GuestHouse at 
Bunnamwaya near Zana stage.

April 24, 2001: IGANGA - FUFA referee Abdalla Kayiwa and two players of 
Horizon FC, George Sebuliba and Godfrey Kirewa, were among eight 
passengers undressed and robbed by gunmen along Tirinyi-Mbale road. The four 
robbers armed with two pistols travelled with them in the same taxi.

April 30, 2001: KAMPALA – Armed thugs ambushed the financial attache of 
the Libyan Embassy in Kampala and robbed him of Shs 6.7m. Police said 
the envoy had just drawn the money from the Tropical Arab Bank. 

April 26, 2001: MBALE — A Jewish couple was robbed of money and items 
worth $3,000. Erer Mizirachi and his wife Ariele Rix had parked their 
vehicle at Sumi Supermarket and gone to book a room at Sayona Hotel when 
the thieves thugs sneaked into the vehicle and took off with a bag 
containing money and other items.

May 3, 2001: IGANGA – Four armed thugs robbed passengers of unspecified 
cash and property before undressing them. The incident happened at 
Igogero swamp on the Iganga-Tororo highway. The vehicle was heading to 
Busia from Iganga. 

May 6, 2001: JINJA - Three armed thugs mount an illegal roadblock in 
the night at Mutai trading centre on the Jinja-Kamuli highway and robbed 
over Shs 2m. The thugs were armed with two rifles and barricaded the 
road with logs.

May 8, 2001: LUWEERO — Thugs shot at a taxi on Luweero-Ngoma road and 
robbed its passengers of cash and property. One person, Abbas Tindigaru 
of Kyenjojo, was injured.

May 9, 2001: NAKASONGOLA - An omnibus carrying drugs to Lira was 
intercepted by armed thugs at Nabiswera in Nakasongola district on the 
Kampala-Gulu highway. The omnibus had just been packed with the drugs from VK 
Pharmacy on Luwum Street in Kampala.

May 10, 2001: JINJA - Thugs robbed Shs 45m from a Jinja Municipal 
council finance officer, Stephen Kiirya. The money had just been drawn from 
the UCB Jinja branch when the thugs who had been trailing him in a car 
approached and put him at gunpoint.

May 13, 2001: KAMPALA - The Directorate of Military Intelligence (DMI 
arrested a traditional healer, Emmanuel Kamya of Kalisizo town in Rakai 
district over the recent robbery of a car and other items belonging to 
Express football team chairman, Godfrey Kirumira.

May 14, 2001: KAMPALA — A Police officer was shot dead in a fire 
exchange with four heavily armed thugs who grabbed Shs 17m he was guarding at 
Nateete. The money belonging to Shell Nateete filling station was being 
transferred to the bank. 

May 15, 2001: KAMPALA - Four armed bandits hijacked a Luzira-bound 
commuter taxi in Kampala and robbed passengers of personal property before 
dumping them at Namanve forest, naked. The bandits had posed as 
passengers but drew their pistols on other passengers in a surprise attack at 
Club Obligatto on Port Bell road.

May 16, 2001: KAMPALA – Two suspected robbers are admitted to the 
intensive care unit at Mulago Hospital in critical condition after they were 
injured in a shoot-out with security guards on the night of May 13. 
They were part of a five-man armed gang who raided Ayubco concrete-making 
facility at Banda, a city suburb. 

May 17, 2001: KAMPALA - Three people, one of them a policeman and an 
Asian businessman, died at Mulago Hospital after armed robbers opened 
fire on their car and grabbed Shs 60m. The money was being transferred in 
a saloon car with five occupants, from dfcu Bank on William Street to 
Midland Forex Bureau (MFB). 

May 22, 2001: KAYUNGA – Police are hunting for two armed thugs who on 
the morning of May 14 way-laid a Kayunga-Kampala bound taxi and robbed 
its occupants of over Shs 2m. The thugs posed as passengers and stopped 
the taxi on the Kayunga-Mukono highway.

May 22, 2001: MBALE – Three gunmen armed with pistols robbed about Shs 
155m from Bank of Baroda. The thugs who drove a white Toyota Corona car 
with number plates

As we celebrate World Aids Day (December 1), I do not want us to lose sight of the fact that this day falls within the 16 days of activism against violence upon women. Indeed, I wish we had used the day to reflect on the connection between violence against women and the HIV/Aids pandemic. 
Just to remind us, this year the Women's Rights Division of Human Rights Watch released a report titled "Just Die Quietly: Domestic Violence and Women's Vulnerability to HIV in Uganda". The report very ably makes the point that Ugandan women are becoming infected with HIV and will continue to die of Aids unless and until the state starts taking measures to protect them from domestic violence. 
In Uganda today there is still persistent societal pressure for women to tolerate violence. A wife who reports her husband to the police for beating her faces social stigmatisation for exposing family matters to the public. For many women in Uganda, as in much of the world, violence is not an isolated and aberrant act, but arises from and forms part of the context of their lives.
Apart from being subjected to physical, emotional and psychological abuse, many women are victims of marital rape.






House Speaker Edward Ssekandi will guide the debate on the Sexual Offences Bill and Domestic Relations BillAs one Ms Sules Kiliesa narrated in the report, "I was commonly the one who was beaten. He would beat me to the point that he was too ashamed to take me to the doctor. He forced me to have sex with him and he beat me if I refused. This went for every wife. Even when he was HIV-positive he still wanted sex. He refused to use a condom. He said he cannot eat sweets with the paper wrapper on." 

Ms Sarah Kisakye recounts that: "My husband hated condom use. He never allowed it. He would beat me often ... He used to beat me when I refused to have sex with him...He would not use a condom. He said 'when we are man and woman married, how can we use a condom? ... When I knew about his girlfriends, I feared I would get infected with HIV. But he did not listen to me. I tried to insist on using a condom but he refused. So I gave in because I really feared him. 
Ms Esther Nanono states that "Sometimes I did not want sex but we had sex. He forced me ... I felt there was danger of more force if I did not agree to having sex ... After testing he would force me to have sex without a condom. I do not know why he was opposed to condoms after testing and yet he used them for birth control before. He said 'why bother, we are victims.'"
The law in Uganda is silent on the question of marital rape. The general presumption is that once one says 'I do' at marriage, one has consented to sex any time, any place, anyhow. 
For many, saying 'I do' means you no longer have the right to say 'I do not' to sex. In many instances, men have absolute domination over the terms of sexual relations with their spouses. For many this means that men determine when and whether to have sex as well as whether or not to have protected sex. Where the husband is HIV positive, domination over sexual relations directly threatens women's lives. 
Moreover, on top of determining sexual relations within the marriage, male infidelity is widely accepted as a given. Many times we here references such as 'abasajya bwebatyo' (men are like that), to excuse men's infidelity. As one woman put it "I still had sex with him even when he had other girlfriends. What do you do? ...There is no negotiation. You know that you must." However, marital rape is a pervasive form of violence against women, which we must acknowledge, face up to and deal with as part of the strategy against HIV/Aids. 
The only laws that attempt to deal with the issue of marital rape are the Sexual Offences Bill and the Domestic Relations Bill (DRB). Both bills acknowledge the right of both spouses to consortium (sex) but also deal with the issue of marital rape, i.e. sex without the consent of one's spouse. Both the Sexual Offences Bill and the proposed DRB state that a spouse may deny the other spouse the right to sexual intercourse on reasonable grounds which may include, among other things, reasonable fear that engaging in sexual intercourse is likely to cause physical or psychological injury or harm. The fear of contracting HIV/Aids is envisaged here. 
We need to support the enactment of these bills as one of the ways to deal with HIV/Aids. In enacting these bills into law, we shall be moving away from the rhetorical commitment to women's rights and instead deal squarely with discrimination against women. We must also make domestic violence, of which marital rape is part and parcel, a central component of efforts to reduce women's vulnerability to HIV/Aids under the National Strategic Framework for HIV/Aids Activities: 2000/1 - 2005/6 and other national HIV/Aids programmes.

GULU - Men here have abandoned their wives for Congolese women. Congolese women followed soldiers to Uganda during the UPDF’s last pullout from the DR Congo in May 2003.
Ms Margaret Odong, the chairwoman of Grassroots Women for Development, a local NGO – said Congolese women have split families and are the reason men here are increasingly beating up their wives. 
“We are now fighting two wars; the one between the Lord’s Resistance Army rebels and government, and the one between women and men because of the presence of these single Congolese women,” she said. 
Odong was speaking at a three-day workshop on conflict resolution organised by Uganda Media Women Association in Gulu recently. 
She said men run to the Congolese women, leaving their wives to take care of the children. 
She said as women go out in search of food, they are sometimes beaten and raped by soldiers and civilians.
She cited an incident in Koch Ongako in Omoro County where soldiers raped a woman. 
She said Congolese women who are snatching men either did not find their husbands when they arrived in Gulu or were simply snubbed by the soldiers. 
She said men beat their wives for refusing to give them money to buy drinks.
Men also beat the women if they cook little food or refuse “to have sex with them [men] even when children are still awake”.
Ms Christine Akumu, the district gender officer, confirmed that her office has registered several cases of men mistreating women.
She said her office is working together with Fourth Division spokesman Lt. Paddy Ankunda to solve such problems. 
“If such something involves a soldier, we work through the army PRO’s office to ensure that the culprits are reached.” 
She said her office is always in touch with [the army] to fight any unlawful acts committed against women by soldiers. 
But Lt. Ankunda told The Monitor that he has not received any rape case involving a soldier. 
He said any soldier who commits such a crime would be punished.
“For the case of Congolese women who do not know where their husbands are, we assist them by calling their husbands to pick them up,” he said.
Army spokesman Maj. Shaban Bantariza denied that soldiers rape women in Gulu. 
“That is a wrong report, there is nothing like that. As a journalist, go to the ground, have a population sample and come out with the figure of women who have been raped by UPDF soldiers,” he said.

The US-based rights organisation, Human Rights Watch (HRW), has correctly pointed out that the leaders of the Commonwealth apply double standards in their relationship with member countries. 
Implicit in their latest report that was released yesterday is the warning that the body's very credibility is at stake if it continues turning a blind eye to abuses in one country while pretending to show grave concern when the same injustices are being meted out in another.
Yesterday's announcement specifically singled out Nigeria, which on Friday begins hosting the Commonwealth Heads of Government summit, for scathing criticism. It says this country's government is responsible for killings, torture and harassment of its critics over the last two years. 
In comments to the BBC, Mr Peter Takirambudde, executive director of HRW's Africa division notes that the attitude of President Olusegun Obasanjo's regime is such that "Nigerians still cannot express themselves freely without fear of grave consequences". 
The rights group aptly makes a note of the hypocrisy in the foreign policy outlook of some of the leading Commonwealth countries that successfully pushed for the exclusion of Zimbabwean President Robert Mugabe from the meeting while ignoring political violence in Nigeria. 
The same thing can be said for Uganda and many other member nations. The politically motivated and state-orchestrated violence against the Movement regime's opponents in 2001 are well documented. In fact the Supreme Court ruling in the Dr Kizza Besigye petition challenging President Museveni's election was pretty indicting of the polls' process. 
But there was no condemnation of Mr Museveni yet the abuses that occurred in Uganda were similar to what Mugabe presided over in 2002.
One gets the sad sense that these double standards are driven by a vested interest as the case of Zimbabwe demonstrates. The issue of the white settler/farmer community that owns swathes of that country's arable land generally informs Britain, Australia and Canada's impression of Mugabe. 
Most of the concern is for the white farmers' prospects with only passing comments being made about the suffering of the entire population.
By not applying the same pressure on regimes like Museveni's where distorted elections and disrespect of human rights are the norm, the Commonwealth is increasingly becoming just another talking shop without any moral clout to condemn perpetrators of human rights abuses.

KAMPALA – Lt. Gen. David Tinyefuza has been appointed to lead an extended investigation into ghost soldiers.





Lt. Gen. David TinyefuzaHis new call comes a day after President Museveni purged the army leadership and sent 28 officers on forced leave. 

The principal targets of Tinyefuza’s investigation are former Fifth Division Commander, Col. John Mugume, and Col. Steven Rwabantu.
Army spokesman Maj. Shaban Bantariza yesterday confirmed Tinyefuza’s new role in the extended investigation.
“This is a continuation of [Defence minister] Amama Mbabazi’s committee that was investigating ghost soldiers. Maybe there were hints in the original probe that pointed at some officers. Gen. Tinyefuza is going to further probe into these ghosts and determine whether there is sufficient evidence [against the officers named],” Bantariza said.
Court martial explained
He explained that while all the 28 officers sent on forced leave would face the court martial, “not all would be court-martialed”.
“To face a court martial can mean several things. You can face the court martial as a witness or as a defendant against allegations. But you can also face the court martial as a defendant against charges (be court-martialed),” he said.
"Some will go to the court martial to give evidence on some allegations, while others will face a committee probing the ghost soldiers in the army's pay roll," Bantariza added. 
On Monday Lt. Gen. Museveni, the commander in chief, sent out a military radio message to all units – ordering 28 officers to go on leave and to later appear before the General Court Martial (GCM) led by Lt. Gen. Elly Tumwine.
Museveni’s message partly read: “It is with much regret that I must send the following officers on leave so as to appear before the GCM under Lt. Gen. Elly Tumwine for the perpetuation of ghosts – a most subversive act – and for formenting wrangles in the Force.”
Some of the officers affected are Maj. Gen. James Kazini, Brig. Henry Tumukunde, Brig. Steven Kashaka, Brig. Nakibus Lakara, Brig. Julius Oketta, Col. Poteli Kivuna, Col. John Mugume, Col. Fred Tolit, Col. Mark Kodil, Col. Andrew Gutti, Lt. Col. Dura Mawa Muhindo, Col. Steven Rwabantu, Maj. Bakirana and Lt. Kenneth Ayebare.
“There are some who are going to be prosecuted while others are going to give evidence. Some are required to give information because by the nature of their positions [they must have known what was happening],” Bantariza told The Monitor yesterday. 
They shall face the GCM for different offences – including “having ghost soldiers and subversive talk”.
Subversive elements
Museveni has ordered that all “subversive elements” be prosecuted immediately. Bantariza however explained yesterday that “subversion” in this case meant creating ghost soldiers and talking in the wrong forum. 
“All these are subversive tendencies under the UPDF Act 2003,” Bantariza said. 
He dismissed rumours of “treason” (possibly arising from a failed coup plot). 
The Monitor learnt that Kashaka is one of those likely to be questioned for speaking out in the wrong forum. 
One of his other low points was having a public altercation with Dr Francis Epetait (MP for Ngora County) in the VIP lounge at Entebbe Airport.
Mugume and Rwabantu shall, on the other hand, be questioned mainly over ghost soldiers.
Mugume may also be paying for his alleged links to the Reform Agenda of Dr Kizza Besigye, the exiled former candidate in the 2001presidential elections.
Mugume reportedly donated Shs 15 million to Besigye’s campaign – and the cheque was, according to a military intelligence source, “intercepted”.(This sis libelous unless he is charged. What if they chose not to use this charge against him?)
Kazini and Tumukunde
Kazini, the former army commander, has been largely cleared of ghost-related allegations.
He will, however, face the court martial for reportedly causing wrangles in the army, and for speaking in the wrong forum – usually the army’s reference to unauthorised media interviews.
Tumukunde, the former chief of the Internal Security Organisation (ISO), will appear before the GCM to defend himself against a much longer list of allegations.
The list includes indiscipline, insubordination, ghost soldiers, poor performance and disobedience.
Tumukunde refused to go abroad for a course after he was sacked from ISO in June this year. 
He twice reportedly also refused to report to the army commander for redeployment – responding only to the third invitation.
Later Tumukunde wrote to Museveni, asking for permission to retire from the army. 
Museveni returned the letter to him, and tried to use sympathetic intermediaries to woo Tumukunde back into the fold.
Even after meeting Museveni, Tumukunde reportedly still refused to accept any other deployment (outside ISO). He insisted he wanted to retire and “go home”.

Herald Reporter Zimbabwe's land reform programme is an 
internal issue and no other country has a right to dictate how the country runs 
its affairs, Romanian ambassador to Zimbabwe, Mr Luminita Florescu, has said. 
Mr Florescu was speaking to The Herald during celebrations to mark his 
country's national day last week. He said all Zimbabweans must be satisfied by 
the land reform programme and work hard to produce enough food and drive the 
country's economy forward. "Land is the best resource the majority of 
Zimbabweans who rely on it can have but we feel the misunderstandings going on 
between the Government and white commercial farmers can be resolved amicably," 
said Mr Florescu. The country's image, which had been tarnished by the 
negative publicity in the international Press, needed to be improved by telling 
the outside world what exactly was happening on the ground. "Zimbabwe 
needs an aggressive campaign to correct its image which has been tarnished in 
order to attract foreign investment," said Mr Florescu. He said 
relations between the two countries were good although much needs to be done in 
the area of trade which was still in Zimbabwe's favour. Romania imports 
tobacco worth about US$3 million while Zimbabwe imports mostly spare parts of 
agricultural equipment worth about US$100 000 a year. He said the 
co-operation between the friendly countries could greatly improve if Zimbabwe 
opens an embassy in
