 Dr. Kipenji,

 I wonder what exactly is going on in president Museveni's head when he
 reads
 all this. Honestly, he had a big opportunity in 1986 to change Uganda for
 the better. What happened in between, it's something that leaves a lot of
 us
 scratching our heads. The problem is that i cannot see things turning
 around
 very soon, and he does not want to give anybody a chance to lead our
 country, which is a shame.

 Even the 'politics of sleep' is nolonger selling at all. Just the other
 day,
 Mr.Gilbert Bukenya was lamenting about the night murders in his
 constituency, Kakiiri. Beti Nambooze was lamenting about the same; a day
 before Iddil day- some group of robbers again used ladder and jumped inside
 the fence of my home to steal car spare parts, and they did; the
 headmistress of progress Kajjansi( Lweza) suffered the same fate the same
 day. There is a gang that has been breaking into people's shops around
 Entebbe road areas for the last 2-6 months, but the police has done nothing
 to stop it. Now, i understand the same gang is robbing people's homes
 undetered by anything.

 For the last 3-4 days, there has not been electricity in most parts
 surrounding Kampala yet i understand a new dam was opened up  in Bujagala
 recently. I have also read somewhere in the papers that the government is
 inviting companies to bid for the construction of another dam at Karuma
 falls. But, who is benefiting from all these projects when load shedding
 cannot go away, even around Kampala city?

 The so called UPE and USE is totally a mess as you have seen from the
 pictures posted everyday on this forum. The schools are too ill equiped to
 teach even a bird how to sing. Private schools have taken over to save the
 day!

 The roads are so bad almost everywhere in Uganda such that it will require
 someone really committed to give them a new facelift.

 Generally, everything is just a mess and i cannot see president Museveni
 fixing it, yet he doesnt wanna go and he is growing older every day. Where
 we go from here, i dont know since

ODM MOURNS KWEGA’S DEATH

The Orange Democratic Movement (ODM) has received with profound shock news
of the brutal murder of the party’s Chairman of the Kisumu Town West
sub-branch Mr. Shem Onyango Kwega in Kisumu town this morning.

Mr. Kwega was a dedicated official, who served the party diligently and with
loyalty. His killing by unknown assailants this morning outside Mamba Hotel
in Kisumu town is a big blow to the party and to the party followers who
elected him to serve them as their chairman in last year’s grassroots
elections.

His killing comes in the wake of cries of increasing cases of insecurity in
Kisumu and it’s environs, a situation that has become a major concern to the
residents of the Lakeside town.

We condole with the family of the Late Mr. Kwega and pray for the quick
recovery of his wife, who was injured during the shooting and rushed to Aga
Khan Hospital in Kisumu.

The ODM calls on the government to investigate the motive behind the murder
of Mr. Kwega and bring the culprits to book. The ODM also calls on the
government intensify security in Kisumu and the surrounding areas to avoid
the brewing tension among the residents.

Security is a basic human right and we urge the government to provide
security to every corner of this country especially during this
electioneering period.

early afternoon as I go about my thing. Then I slow down to raunchy classic

 A speculative-grade rating for a local government means, at best, its

 on some or all of their debt is growing.



 She attributes this to “a significant amount of credit pressure, 
 sluggish economic recovery, and cities not being able to grow out of 
 their problems this time around.” She added that many cities see 
 defaulting as the only way to avoid total economic disaster.



 Perhaps the best example of this is Stockton. Earlier this year, the 
 city of Stockton, California, defaulted on its debt and filed for 
 bankruptcy. For analysts at ratings agency Moody’s, it marked a 
 growing trend in local governments. Cities, which have historically 
 been nearly flawless on their obligations, are opting to default on 
 their debt because of financial troubles.



 Different circumstances brought each government to this point. 
 However, a few underlying causes are shared. In some cases, 
 governments severely mismanaged their debt: they borrowed based on 
 unrealistic projections of expenses. In other cases, the economic 
 downturn hit particularly hard, weakening revenue. For some local 
 governments, it was a combination of factors.



 A weak economy with a fragile or shrinking tax base is one of the 
 worst problems a local government trying to balance its budget can 
 face. In Detroit, the population has fallen by roughly half in the 
 past 50 years, including a 25% drop in the past decade alone. 
 Unemployment is well into the double digits, and per capita income has 
 been steadily declining. All these factors make it extremely difficult 
 to continue raising revenue to service its debt.



 Moody’s expects more local governments will be downgraded in the 
 future. In its report, the ratings agency explained, “The credit 
 pressures will continue to exert themselves on virtually the entire 
 local government sector. For municipalities unable to adjust to the 
 new environment, downgrades into speculative grade are unavoidable

the facts about what happened on the ground in Benghazi. But presumably the
White House already has all the facts about what happened that afternoon and
evening in Washington—or, at least, in the White House. The president was,
it appears, in the White House from the time the attack on the consulate in
Benghazi began, at around 2:40 pm ET, until the end of combat at the annex,
sometime after 9 p.m. ET. So it should be possible to answer these simple
questions as to what the president did that afternoon and evening, and when
he did it, simply by consulting White House meeting and phone records, and
asking the president for his recollections.

1.) To whom did the president give the first of his three very clear
directives—that is, make sure that we are securing our personnel and doing
whatever we need to? 

2.) How did he transmit this directive to the military and other agencies? 

3.) During the time when Americans were under attack, did the president
convene a formal or informal meeting of his national security council? Did
the president go to the situation room? 

4.) During this time, with which members of the national security team did
the president speak directly? 

5.) Did Obama speak by phone or teleconference with the combatant commanders
who would have sent assistance to the men under attack? 

6.) Did he speak with CIA director David Petraeus? 

7.) Was the president made aware of the repeated requests for assistance
from the men under attack? When and by whom? 

8.) Did he issue any directives in response to these requests? 

9.) Did the president refuse to authorize an armed drone strike on the
attackers? 

10.) Did the president refuse to authorize a AC-130 or MC-130 to enter
Libyan airspace during the attack?

An inquiry into the BBC's culture and practices got under way with the
broadcaster reeling from allegations of child sex abuse perpetrated by the
late Jimmy Savile, one of its biggest stars.

The probe begins a year to the day since the death of Savile, the eccentric
presenter now considered one of the most prolific sex offenders in British
history, with some 300 alleged victims coming forward in recent weeks.

It also starts a day after 1970s glam rocker Gary Glitter, a convicted
paedophile, was questioned on suspicion of sexual offences, the first arrest
in the widening police probe into the activities of Savile and others around
him.

Janet Smith, a former Court of Appeal judge, is heading an independent
review into the British Broadcasting Corporation's culture and practices
during the decades that Savile worked for the national institution.

Smith, who led the inquiry into the British serial killer Harold Shipman,
will also examine whether the BBC's child protection and whistle-blowing
policies are fit for purpose.

In addition, her remit includes the extent to which BBC staff were aware of
Savile's conduct on the broadcaster's premises.

Meanwhile Britain's top police officer said complaints to various forces
while Savile was alive could have been put together to show a pattern of
behaviour.

Scotland Yard chief Bernard Hogan-Howe told reporters: You might have
thought that people would at least have talked about it and intervened.

It does look as if from time to time people have been concerned, they've
made the start to intervene, but probably then they've relied a little bit
too much on his reputation and his word that he did nothing.

Probably it appears that people haven't intervened when they've had
suspicions.

Ex-colleagues have said there were rumours about the bachelor throughout his
lifetime, and seven alleged victims filed complaints to the police while he
was alive -- though none led to his arrest.

However, an ITV documentary earlier this month -- which took its cue from a
shelved investigation by the BBC current affairs programme Newsnight, the
subject of another independent probe -- saw a handful of women make abuse
allegations.

Dozens have come forward since, triggering a crisis at the BBC described as
a tsunami of filth by former Hong Kong governor Chris Patten, who chairs
the corporation's BBC Trust governing body.

A former chairman of the BBC's charity Children in Need revealed on Monday
that he had refused to work with Savile, whom he called a pretty creepy
sort of character.

When I was with Children in Need we took the decision that we didn't want
him anywhere near the charity and we just stepped up our child protection
policies, explained Roger Jones.

Police are dealing with around 300 alleged victims and following more than
400 lines of inquiry.

Savile's abuse possibly spanned 50 years, said Hogan-Howe.

The police, the BBC and other organisations have had individual allegations
that have not been put together to actually show that this person may well
have shown a pattern of behaviour that's been pretty awful, he added.

Savile died aged 84 at his parkside penthouse in his home city of Leeds,
northern England.

The claims against Savile have plunged the BBC into crisis and destroyed the
reputation of a man who, with his garish tracksuits and ever-present cigar,
was one of the most famous faces on British television from the 1960s
through the 1980s.

Glitter, 68, was the first person arrested under the operation, being taken
from his plush central London home to be questioned. He was bailed to return
in mid-December.

The king of the glam rock era, Glitter -- whose real name is Paul Gadd --
sold more than 20 million records and had a string of hits like I'm The
Leader Of The Gang (I Am) and Rock and Roll (Parts 1 and 2).

Glitter was convicted in Vietnam in 2006 of obscene acts with two girls
aged 11 and 12. He served nearly three years in jail before being deported.
