Is it the Struts DTDs or the Validator DTDs that are causing the
problem? I had the same thing happen me on a machine with no net access
are few months ago and upgrading to the latest Validator and also
changing the DOCTYPES to the versions actually in the jar files did the
trick f

Someone told me about this feature, but I am not sure if/where it
exists. Is it possible to tell Struts to use the DTD for the
Struts-config file from the classpath (as I see it in the Struts.jar),
and not from the URL? I want to avoid the dependencies on the Struts
