No issues taking out it in and out of MM on xenserver/xencenter level. With
normaly scene, one first puts host in MM from Cstack>>Then from XEN
center>>DO your reboot>>Exit MM from Xencenter>>Exit from Cstack.

I've seen similar behavior but in our case it was custom 4.10 (somehow
similar to 4.11 in this case) and XenServer 7.1 not 7.3.
Can you check in which mode VMs are started on XenServer? Since it's 7.3
I'm assuming they are brought up in HVM.
