Howdy,
Does anyone know how to use LibreOffice Online (or one of it's derivatives)
with an Impress file which includes an embedded video - the idea is to use
Nextcloud/LibreOffice to offer a read only view of the file.
Is this supported yet?

Base, as you have found out, is first just a front end to all manner of
data sources.
So, for what you want to do I would approach it thusly.
1st - create an empty Base file for whatever database I want to use. Just
the default embedded is an example.
2nd - create the Base file which connects

With the object selected open either the "Position and Size" dialog or
the "Position and Size" deck in the side bar.
You will see a numeric field that allows you to enter a rotation value
as 000.00" just use the decimal places.

LibreOffice is rather old and lacking when it comes to date
