Like a normal hard-disk, you will need to format it - currently it is just a 'physical' device (/dev/vdb), you'll need to create a partition table, then a partition, then format that partition to a filesystem. This is not anything specific with oVirt or VM's - just general harddrive

There is an important distinction though, if your reboot process involves shutting down the VM's cleanly - then rebooting the server - they will not auto start - however if their operation was interrupted and they are listed as Highly Available, then they will be automatically restarted. I
