is a vpopmail only thing
or, if it qmail itself, or something else.
If you have tried using qadmin-tmda and encountered the same problem or,
know what is preventing the .qmail-username from being read/executed,
please let me know.

that have greater than 100 users, you have a dir structure
like, /usr/local/vopmail/domains/domain.org/B/.qmail-username
Any help with this would be greatly appreciated.

You may want to try qadmin-tmda. It will block all mail until the sender
is 'recognized'. I use it on many servers. The only problem I am
currently having is with large (100 users) as it seems to only go to
../domains/domainname/.qmail-username

Oh,
Maybe I read that wrong. I thought the person wanted spam filtering. But
that would work anyway. In the whitelist, just remove the domain the
user is in. That way the sender will still have to reply.
