vpopmail mysql module always had the auto create code for
the vpopmail database and any of the tables.

/usr/local/mysql/lib/mysql/libmysqlclient.so.10

If you installed mysql from source then your include files are in
/usr/local/mysql/include/mysql not /usr/local/mysql/include. Same with the
libraries.
