Hi Jack,
I saw Jack tie it several years ago. He tied the hackle in as if tying a
sift hackle fly and then combed the hackle back with an eye lash comb to
get the effect he wanted. I will double check his book in a little while
but I am sure that is how he did it.

I looked at the website and tried to do as instructed, but there seems to
be some little trick to get the mallard flank to lay down just right.

Tie the feather to the hook shank, attached hackle pliers to other end of
feather. Hold the feather up and perpendicular to the hook shank. Moisten you
fingertips then stroke the barbs towards the back of the hook. Also, pinch the
barbs between your fingertips where they attach to the feather
