To my knowledge, there is no app of this kind as Apple will not allow
this functionality.
You could however go to settings/general/keyboard and create a
memorable keyboard shortcut that will enable you to type it in a
message and send it out.

If you're using a display, use dots 2-3-6-chord (a low-cell 8) to toggle
between contracted, six-dot, and eight-dot braille.

hear what you are doing.
I suppose it could also be used to show someone what is not working, like a
developer?
