IOS 8 (and above), but gave up in frustration. After reading your
instructions (and following along), I was successful right away. You
are a born teacher!

Character echo does work, but only in 6 dot mode. If you use contracted
braille, dots are not spoken as you type. I use word feedback so I can hear
what I've written when I do the space gesture. Explore Mode is working as
expected here, I'm not sure why yours isn't.

It appears that, even if one has set typing feedback to characters, they are
not spoken out in Braille input. It's trial and error but works quite well once
you get the hang of it. A work around is to type 1 character and backspace with
