As for a free option there is always the Microsoft Seeing AI app which
doesn't work as well as Cash Reader, but it works well enough.

Did you go through your purchased apps?
if it isn't showing up there, be sure to select the portion of the purchased
apps that says not on this iPhone.
If that doesn't work, try calling Apple Accessibility.
I thought purchased apps would always at least be available to the purchaser.
