I'm having trouble with the app switcher myself.
Sometimes when I go into the app switcher I can double tap and hold then I'm
prompted to double tap to delete apps. Other times I go in there and I get
popped back into a particular app
You have to press and hold the app to delete. You may not be pressing long
enough in which case the app will open.

Sandy, not sure what you mean at all. ONce you return to the home screen Mail
is effectively in the background and is no longer on the screen. Yes it remains
in the app switcher, but any app you launch will remain there unless you remove
it.
