Are these gestures you've used before on this iPhone or another iPhone
running IOS 7?
For the three finger flick up to work and bring up the Control Center,
you need to touch an icon in the status bar first. I can't tell from
your message if you're doing this first or not.
To get to the
First go to settings. Next double tap on control center. Next after that set
access on lock screen to on. Next set access with in apps to on.
