Just ask Siri "Set a reminder each Monday at 8 AM" or whatever time you want. Siri should ask you them "what do you want to be reminded about", when it does give the reminder a description. If you want to do it manually just go into the app, start a new reminder, put in a title and basic stuff,

You might try this. Go to settings. Then go to reminders. It will tell you to set a default list for reminders. I was having a problem with reminders. For some reason, when I would tell Siri to set a reminder, she would put it in another list. Then I would never get a notification for

I had not used reminders hardly at all. I just tried saying to Siri, "set a daily reminder at 5 PM to take my melatonin." It shows it for today. When I went into edit it, it shows it at 5PM, repeat daily, end repeat never. So, I suspect that tomorrow, it will remind me again at 5 PM. If I ask
