There is an app called blindfold video. This app may suit your needs. I do not
know if it’s available outside the US.

Shortcuts is your friend. There is a preset one called "Emergency Video", but
by default it sends a message to your contacts which says "I am getting pulled
over" so you might want to change the shortcut so it doesn't do this. Otherwise
if set up correctly you can just say "Emergency Video" to
