Go to settings and swipe right until you hear display brightness, double tap
and you swipe until you hear raise to wake and it will say whether it is on or

In this particular case, if you type "raise" into the search box the only
result you get is "Raise to Wake" and this is followed by "Display and
Brightness". Therefore you now know that the Raise to Wak
Settings and display. It's all in there.

I think that's something that sighted people like to use so that they
can glance at the screen when an alert comes in. I've always had mine off.
