This is truly an off the wall suggestion, but try toggling the onscreen
keyboard so it is visible then type and see what happens.
That was part of the crazy sequence that got my AmazonBasics keyboard back to
working.
Makes no sense, but I’m not going to question it since it seemed to work
Be sure to send that comment to Accessability because it's obviously quite a
messy loop where things can and do go wrong.

What Apple Accessibility told me was to toggle the screen curtain, as odd a
suggestion at it sounds. If that doesn't help, lock then unlock the phone.
