I wonder if by "swipe" she actually means "scroll." For sighted people, swiping
is how you scroll the screen. In that case, she can use a three-finger swipe.

Settings, Accessibility, VoiceOver, VoiceOver Recognition, Screen Recognition
turn it off.
Check to see if it is in the rotor, if so, when VoiceOver is on, turn the rotor
to Screen Recognition and flick up or down to off, then turn the rotor away
