Probably that damnable screen recognition is on. Settings, Accessibility, VoiceOver, VoiceOver Recognition, Screen Recognition turn it off. Check to see if it is in the rotor, if so, when VoiceOver is on, turn the rotor to Screen Recognition and flick up or down to off, then turn the rotor away
