I cannot imagine why this process has been difficult for you. Especially now
with over the air updates, the process is much easier. I assume you are
following the typical steps of first backing up your phone and then performing
the update over the air?

I decided to reboot my four today to see what happened and, sure enough,
Voice Over left the building. LOL. Fortunately, since this happened shortly
after I got my phone a few years ago, I knew what to do.
You have to attach the phone to your computer, go into iTunes, click on
configure universal
I restored my new iPhone 5 today to get it synced with my iTunes and apps
because using iCloud would not restore my music (I do not currently subscribe
to music match), and iCloud was going to take a very long time.
First, go in to settings, iCloud, and turn off iCloud sync.
1) Launch iTunes.
